You’re describing group trauma and societal trauma.

This stuff is resolved at the individual level and at the collective level. Effective psychotherapy, parenting, and leadership are critical. Self-awareness and compassion are critical. Everything that is done is done by individuals forming a collective.

Punishment is not the solution. It’s just another form of traumatic acting-out. Punishment is unnecessary and only makes things worse.
