Exactly. The iOS updates in question were, apparently, intended to prevent sudden shutdowns around 25%, as well as extend battery life. Apple probably didn’t announce this because they had hundreds of other little fixes and it doesn’t make sense to tell everyone about every change in the OS.

It is interesting to note, however, that there is no mention of batter* in the iOS 11 release log.
